Monitoring Directory for access...filesystemwatcher?

Can the filesystemwatcher component be used to monitor a directory and be
able to tell when contents are merily COPIED FROM it?

Say I have a collection of files I made available to folks via my networked
machine at work. I want to be able to monitor/log/tell if someone has copied
a file out of this directory. It doesn't matter which file, specifically,
just whether or not someone copied one of the files....

OR.... is there a different way, or a better way, assuming the
filesystemwatcher is NOT the appropriate approach. I am open to any
ideas....
