Is there a Microsoft app that will create icons?

We're creating an Outlook-style Windows app that will have icons in it. I
was just wondering if there was a Microsoft product that I could use to
create icons. I'm not a graphics person but I have an MSDN subscription so
I can get most Microsoft software. I was going to see how far I could get.

Any graphics editor can create the icons for you.

I was thinking of doing this ( as you are looking for ) at one point, but in
the end I bought some icons.
Example as such is ( or the place where I used - and i have no affiliation
with them )

I looked at it this way...
Lets say Itl take me X amount of hours for a tonne of icons i would like to
create.
That time I would spend ( cause im not a graphics person either ) was way
more than the cost of a whole icon package.

Time is money :-)

They look really professional.
So my suggestion is to go online and look for some prices and the amount of
icons you get far exceeds what you could have created in the same allotted
time.

-Leave the graphics for artsy people -Leave the coding to us. :-)

I agree with that. We were going to create our own as well, but we ended
up just paying $100 for a package of 3000 icons. We didn't use 90% of
them, but that other 10% saved us more than $100 worth of labor to
create them.

if you can't do graphics you shouldn't be writing code

I agree with that. We were going to create our own as well, but we ended
up just paying $100 for a package of 3000 icons. We didn't use 90% of
them, but that other 10% saved us more than $100 worth of labor to
create them.
We use the stock icons from here: http://www.glyphlab.com/stock_icons/index.html

The cool thing about them is they come with multi layer Photoshop PSD files so you can move elements
from one image to another to create custom images.

VS comes with a simple icon editor. Simply create a new icon file using VS
or open an existing icon file. Note that the icon editor has certain
limitations such as lacking support for icons containing alpha channels.
