Reading ToolTips captions

Is there any way to get a VB2005 ToolTip caption to remain on-screen
indefinitely, at least until the user moves the cursor away from the
control that owns the ToolTip?

Occasionally, the ToolTip needs to contain a longer string of text to
expalin the use of the control and it takes time (at least 10-20 secs
sometimes) to read and comprehend the tip.

Also, once a ToolTip has been triggered it often seems reluctant to
reappear if the cursor is moved back over the same control. Can this
behaviour be changed?
