COnfiguration Manager VS 2005

I have (a rather large) app that I ported from a "deployment project"
approach for deployment to "Click Once".

This is a multi-form app Solution with the App project and one Namespace in
a seperate project.

All works great.... only I noticed something. The config manager is not
available in this (click once) project. Shouldn't I be able to build the
Namespace seperately, or is this by design?

I opened the mirror project still, the one still containing the deployment
project, and, low and behold, the config manager appears in IT, but not the
click-once solution (both are essentially identical other than the
deployment project in the one).

Just curious....
