Start and stop service on remote server

Hello,

How can I use the service controller to start/stop services on a remote
server?
I tried, but get no success.
Is it possible to use another user than the actual logged in user on my
workstation?
I did not find out how.

I hope you can help me.
I am using VB Express 2005.
