Why is a rate included in the Rate financial method

i have a vb project in which i want to find the rate of a some values
including, PV value, FV value, Term, and Payment being AnswerD =
Rate(Term, Pmt(IntRate, _
Term, PValue, _
FValue), PValue, FValue)
Why am i including the rate in pmt when thats exactly what im looking
for, i am getting a nasty answer and it seems really illogical, and if
anybody can shed some light on this issue it would be great,
