Creating CLR for SQL - What products are required?

I have Visual Basic 2005 Express and SQL Server 2005 Express installed and
playing together nicely in a Windows application. (All have current updates
as does XP Professional.)
I would like to create SQL CLRs and have read support pages until my eyes
fell out. Can it be done with the software I have. If so, how do I add the
Database project template to VB?
