Using Pictureboxes on top of Pictureboxes??? Should be simple

I am pulling my hair out over this one. I've got a picturebox with
just a simple gradient as the background for my interface. It is in
16bit RGB color. I've created some pictures I'll use as buttons that I
put in pictureboxes on top of the main picturebox. In other words, if
the color behind my button is 247,247,247 I would want my custom button
(picturebox) to have the same background hue.

Unfortunately, I've tried every way to Sunday to get these to match up,
but no matter what, when I put in my custom button, the background ends
up a different hue, and thus, sticks out like a sore thumb.

This seems like it should be simple, but it ends up off every time.
Does anyone have a clue on what I might be doing wrong?
