Does a WinForm get cached on a PC?

I have a program that a couple of people use in the company.

I use the VS2005 setup system to create the install MSI for this program.

For one of the users, when they install an updated version of the program,
one form continues to use the properties set for an older version instead of
the new properties.

In particular, the maxlength of a textbox is not being updated to the new
value.

We have tried a complete uninstall, rebooting the PC, then reinstalling. I
have updated the install package a couple of times (incrementing the version
number and specifying remove older version, so that it will replace any
older version), but to no avail.

The other users do not have this problem - just the one user.

I wondered if there is a cache of .NET winforms held on the local PC
anywhere other than the application install folder? Perhaps this is not
being refreshed properly for this one person?

Any pointers as to how to purge this type of cache (if it exists) would be
gratefully received!
