How to go about Connecting to a specified ip address and port?

Hello guys(and gals)

It has come upon me to alter an existing application to connect to
another server in addition to the one it is currently and write data
there. The thing is that the new server is locked down very tightly
and only allow for a single port for this app to connect to.

The title of the email sums up what I am haveing trouble figuring out.
How do I go about connecting to that server on that port? Should I be
writting connection code or since this is going to a db is there
protocals that I should be just using in the db connection string?

Example:
Servername=192.168.255.255 (fictional for the example).
Can I just do something like
Servername=192.168.255.255:100
OR
Servername=192.168.255.255
Port=100

Now I know I didn't share which type of DB I am connecting to, and that
is partially because they want everything hush hush. So how would I go
about doing something like this in ANY db. Once connected to the
server I can write the data I need to. Sorry if this question seems a
bit mudain or even stupid but I have been codeing for hours on end and
now my brain is mush!
