Play dvd

I like to play dvd and manipulate the video stream,
is there a simple way or is better to use C++?

DirectX is done by C++, the development team of that seems still not
qualified enough to make it right for dotNet, so I would keep it with C++ in
your case.

I'd use C++ to implement an appropriate DMO (DirectX Media Object).
