A simple menu question

On a winform with a conventional Windows menu bar:

I have a second level menu item under one top-level menu that I now
want to move to a different top-level menu - let's say from File to
Edit. I'm trying to achieve this by dragging the relevant menu item
from one to another within the menu editor. But it won't work! I can
drop the moved menu item as a new top-level menu but not underneath
another top-level menu. What's the trick?

(I know I could simply delete and then recreate the menu item in its
new preferred position, but I'm just trying to understand how to use
the menu editor in detail.)
