If no one else has a guess, here's my guess.
VC++6 programs can be migrated to VC++2005 without too much trouble, just as
VB4 programs could be migrated to VB6 without too much trouble.
For VJ++6, I don't know, maybe someone else knows.
For VB6, it looks like maybe Microsoft figured out that there's still no
migration route for megatons of existing projects.
So maybe Microsoft only deleted two-thirds of Visual Studio 6.
