Digital certificates and signatures

Much thanks in advance for any help at all,

I am looking for a function and/or library that will:

Create a digital certificate for a folder (Including files and subfolders.).

Digitally sign the certificate ( The Certificate Authority will be from the
IT department.).

This certificate needs to be renewed every 30 days.
