Publishing assembly to disk

I am using VB Express. When I use the Build/Publish menu command, I get
a setup.exe file in the disk location I select. Running the setup file
produces a shortcut that doesn't have a "target" property. However, I
included a menu command in the program itself that takes me to the
program's folder location, and the location is buried deep in
c:\documents and settings\bob\local settings\apps\2.0\307PGMZ3\
(followed by more weiredly numbered folders. Why does setup do that,
and what can I do to change the ultimate location of the program?
