Only administrator have permission to Add...

I recently release a new version of a VB.NET application and installed it on
a Windows 2000 Server.
This server is a Terminal Services/Citrix server. After installing the new
version of my application, users are seeing a message when they try to run
the application:

Error Message:

"Only Administrators have Permission to Add, remove or configure
software during a terminal services remote session. If you want to
install or configure software on this server contact your network
administrator."
Prior to this, my application could be installed without any issues and has
been running on this server for years without problems.

Administrators can run this application without issue, but non-admins
receive the above message and are unable to run the application.

Can anyone please help me resolve this issue?
