Web App files missing

I am unable to add three needed text files into a web setup distribution.
Application runs fine in debug mode. I have placed the three files into the
setup project and deployed it to my localhost. When the object runs from the
localhost, the three files cannot be found. Can anyone make a suggestion
regarding what to look for given the error listed below? (terra.txt is the
first of three text files the program requires).
