file permissions over a workgroup

I have an vb.net app that moves a file from one folder to another
folder that is shared on another computer in a workgroup. I can
manually copy the file and have no problems create or editing files in
the network share folder. but when using the vb.net app i created it
says

System.io.ioexception: the network path was not found
anyone know what i can do to fix this?
