Retaining original FTP file date/time through FtpWebRequest

Hello,

Is there a method in the FtpWebRequest that allows for preservation of the
file being transferred original date and time in vs2005 vb?

In the FTPSample the method is to set up stream for incoming file and
create. This sets the file date and time to the system date/time when file
is actually transferred rather than retaining the date and time of the file
as it sits on the FTP server.

Additionally, is it possible to determine the date and time of a file prior
to setting up for transfer. This is to skip the transfer if the file has not
changed. I don't want to drag down a 6 meg file on a remote dial-up line if
there are no changes.
