IP Multicasting Ideas

I need to set up a small client/server or, best solution, a peer-to-peer
system to swap data strings between wide spread users. I've looked at IP
multicasting and it seems like a reasonable solution. My questions are:
1. Is there a 100% peer-to-peer solution that can operate without a
router/host on the Internet?
2. Is there any VB.Net 2003 or 2005 code examples (or even VB6 examples) for
multicasting out there?
3. Is multicasting the best solution?

To describe my needs better, this is an application for Radio Amateurs as an
add-in to a logging program. If a user elects, their activity will be
broadcast to other Amateurs and, in turn, the user will receive other
members activity reports. Each report is a simple data string of less than
200 characters. A client/server approach is easy but the "round-robin" eats
up a lot of resources and requires a "triple 9" server somewhere. Ideas?
