How to BLOCK programs from closing in vb.net?

Is there a way I can modify the properties of a program to BLOCK it from
closing?

Example, its cold, my fingers dont move well, I was typing a dissertation
and somehow hit a shortcut to CLOSE the internet explorer browser window.
all my work was lost. Its impossible to recover the info I was typing.

I would like to make a program that listens to events in win32 and causes a
popup dialog window with an OK button and I have to click a radio button
also then OK to close the program. Ive done this years ago in my vb.net
application but want to listen to any program thats running. permissions
dont matter, arent they assumed priviledged on the system they were created
on?

I could set them as needed in the .net options box

Maybe a app that traps the application exit event ?
