Yes I have VS2003 installed.
It is impossible to run ildasm or ilasm from a dos prompt, because its
impossible to navigate the dos window to that directory.
I couldnt find the shortcut youre talking about, wait is it in the start
menu? let me check... wow! incredible! a dos menu from there? is there an
emoticon for great relief? I spent HOURS trying to make DOS work, and here
the thing was in the start menu...
When I couldnt find the corvars thing, something that would unlock the
secret mystery of using a command window? it was just more frustrating...

use the VS Command Prompt shortcut from the Visual Studio Tools start menu
program folder?
