Device drivers access with Services?

I was trying Windows Services in vb.net and compiled an example, but in the
example it says run installutil.exe to put it into the services area or ?
I found the file and it starts in a dos like window, then goes away 2
seconds later. How to run this? If I try command.com? it wont let me
navigate directories more than 6 letters. even with parens " " it doesnt
work, the command prompt in Visual Studio doesnt accept those dos commands,
so how to run this?
