Excel version problem

I've written a vb. net project which uses Excel Object Library to open, edit
and add images to an excel file. My problem is I need to install the project
to a computer(PROD) which has Excel 2000 on it. (whereas I developed the
project on a machine (TEST) having office 2003) It does not work on the
(TEST) machine. I've added the PIA's to the deployement project. It does not
solved my problem or I did not done it correctly.

Do I have to install Excel 2000 to the TARGET machine? Does any one have a
suggestion?

It should be:
