Save Report as template

I saw some application. They can open a reportwriter in run time (by their
application), and then save as template (per person) .E.g Invoice, Everytime
, user print/preview the invoice report, they can edit the content by
calling their own template. I don't know which languate tools they use.
Can vb.net + cyrstal report , do the similar things ??
