Is there a way to tell if a file is OPEN?

I have an application that depending on how I request something the output
file may be open or may be closed - it does not appear to be consistant.

Is there any way to determine if a particular file is already open and what
mode it is in?

I've single stepped thru the program and have not found where the file may
be being closed other then just before shutting down.
