Convert file to mimeencoding

I have already written a function to encode a string to mime:

Private Function MimeEncodeString(ByVal str As String) As String
Dim bytvalue() As Byte = Encoding.UTF8.GetBytes(str.ToCharArray)
Return (Convert.ToBase64String(bytvalue))
End Function

Now I want to encode a file to mime. How do load the contents of a binary
file (let's say pdf or tiff) to a string so I can mimeencode it?

Perhaps you might want to have an overloaded version of your function to
accept byte array too. Just read the content of those files as a byte stream
and pass it to ToBase64String() method.
