Splitter Control and Dock

I have been trying all evening to add two panels to a form with a horizontal
splitter in middle. How can I do this. I have one panel docked to top and
one docked to bottom. I have tried all of the docking options for the
splitter but can't seem to get it in the middle.

Add panel 1 - dock = top

Add splitter - dock = top

Add panel 2 - dock = fill

and voila.

and if it does not do what you want from there, try to bring to front on
each one to get the result you want, because the splitter relies on the
Z-Order of the objects, the order from back to front should be panel1,
splitter, planel2
