Multi-Language Applications

What's the best way to program applications that can have more than one
user-interface language (e.g. English, French and Spanish)?

Would you change the text of all labels, menues, buttons, etc. from one
language to another back and forth every time the prefered language is
changed?

Where would you store all the translated words (hard-coded, XML files,...)?

Amjad,

The system makes it you possible to use the RESX files for that.
I will never do that because it is a hell to use and to deploy.

I prefer just an XML file for that.
