Retirving tombstone entries using VB.net

I am trying to write some code that deletes users from a system when they
have been removed from AD. I would like to list all the users in the
Deleted Object Container and then delete the users in the other system based
on this.

I have found some C++ code that will return the users but I need to do this
from within VB.net (I'm no good at c++ code!!!!)

Is this possible?
