TabControl Context Functionality Disabled

I'm using visual 2003 and in two separate projects now i have
encountered a frustrating issue where all context menu functionality (copy,
paste, delete etc) is disabled on a TabControl in a windows form.
I have scoured the internet searching for a solution, and have noted several
similar posts but no real solution to the problem.
Has anyone encountered this before and figured out how to fix it? or is there
a fix that i need to download?

I have created a blank project to verify that it isnt just the one project
and the same happens, as soon as i add several controls on the form, switch
to code view, write some code, switch back to design view i find that the
context menu functionality can't even use the Delete key.
Someone suggested deleting the .suo file, which i did but to no avail.

Any assistance will be appreciated,
