MDTM command for ftp

Hi all,

Actually I have doubt regarding the functionality of command MDTM
which changes the modification date of the file after it has been
uploaded to the FTP server.

Is it changes the date and time even if the file is half uploaded?.
Actually in my FTP based application I am stopping the transfer in
betwn.I just wanted to know is it valid to use MDTM to change the date
and time of the file even if it is half uploaded.
Any help is invitable
