RAD tools based on .Net

Hello Group

I have been using Visual Studio 2003 for Vb.Net programming for sometime
now.
Though I'm no expert, I Believe that this tool is not as Rad (Rapid
Application Development) as Microsoft declared.
It takes too much expensive development time for forms designing and
building the business logic behind it.

I'm Looking for more RAD tools, prefebly based on the .NET enviroment.

This tool, other from being RAD, must have a quite large community of
developers that currently use it.

I'd like to hear your recomondations as well ways to make VS2003 more RAD.
