error creating users

I'm trying to set up a program that will create new user accounts in a
windows 2003 domain. i am using ADSI, i have imported the directoryservices
name space and I have set the basic variables. When I run the program I
receive an 'Unhandled exception: The server is unwilling to process the
request.' error at the 'CommitChanges' stage. i'm pretty sure this is
associated with the minimum password length that has been set on the domain.

I've tried allsorts to get round this but I am still having trouble. how do
I create the user account and set the password prior to commiting the
changes?
