Help on NumericUpDown Control

I am testing my application on a different computer with French Language
Settings and Win 2000.
I have English and XP Professional.
We both have the same version of .NET.

I noticed that in a NumericUpDown Control , I can either use the arrows
*or* enter a value
manually. In the other PC with the French language settings, I can still
enter a value manually but it will NOT
accept it. i.e. As soon as I click somewhere else it just increments the
original value by 1 (my set Increment value). The decimal separators (due to
language settings)

Why are there differences like that? Is it Culture Settings in disguise?

Any help/suggestions would be appreciated.
