Buying VB.NET 2003

I want do develop a Windows application with Visual Basic.NET 2003 which
prints out using Crystal Reports. Also, I want to package the application
onto a CD for installation.

My question is what do I need to buy in the way of software & licences in
order to create and licence this application for one of my customers?

I would be using ADO.NET to read data from an MS Access database on the
server.
