Problem with Namespace

hi @ all...

i have created two user controls (header.ascx and footer.ascx) with the
code-behind pages. it looks like this:

Control 1:
---------------------------
Namespace Test
Public Class header
Public Function Make(ByVal Text As String) As String

Return "ok"
End Function
End Class
End Namespace

Public Class header_ascx
Public Function Fill(ByVal Text As String) As String

Return "ok"
End Function
----------------------
Control 2:
----------------------
Namespace Test
Public Class footer
Public Function log(ByVal Text as String) As String

Retun "ok"
End Function
End Class
End Namespace

Partial Class footer_ascx
Sub Button34_Click(ByVal sender As Object, ByVal e As System.EventArgs)

End Sub
End Class
------------------------
my problem is how to access the function "Make" from footer.ascx??? the
class is global and the functions too. also the namespace is the same...
whats my mistake???
