Tough question on faxing using VB.Net

Hiya,

I need to write a VB.net app to fax purchase orders out of an ERP database.

What we do is:
1. In the ERP system, create the purchase order and print it to a PDF
document/file
2. Open a fax cover sheet in Word and fill in the supplier details
3. Fax cover sheet and attached PDF via the SBS 2003 fax

We already have SBS 2003 on the server and Win XP client PCs.

What is the best approach to writing this app?

I am not sure what to use given the environment and if it is feasible at
all. I have spent some time reading posting here and elsewhere but cannot
find a concise guide.
