use of c libraries in vb.net application for PDA hardware target

I would like to know if C libraries now in the PC world will be able to
be combined with VB using the .NET framework with Windows style PDA's
as the target hardware. Does anyone know what has to be done? Does the
C library still have to be compiled for the processor type on the PDA,
etc.? or does .NET and the CLI take care of a lot of the hassle?
