Identifying User who have locked a file

Is there a way to get a list of users that are holding locks on a file from
within a vb.net app? I suppose there would be rights issues as well, run
only on the machine where the file is located and with admin rights,...

I was thinking of parsing NET FILE output but hoping there is a better way.
