COM Interop Registration

I am having two problems concerning COM Interop Registration:

While building a project (COM DLL) that has reference to other DLL
project (not COM). I getting this error:
COM Interop registration failed. Could not find a type library for
assembly '%%reference project%%'.

I have plenty of space in my HD and my files should be unlocked.

I have setup project that should register my COM DLL - by when I
install it in the other computer, there is no registration at all. The
property of the registration is set for Com register. What do I need to
do in order so my COM DLL will be register in the installation
Computer?
