When is .NET needed for client?

What are the cases in which the .NET framework must be installed on the
client machine?

Are there any setup programs that will do this or how is it usually done?
From what I understand, a .NET program (EXE) can just be copied to another
machine. I suppose that machine must have .NET however.

The .NET Framework must be installed on the target machine. You can include
it in the setup package of your application:

AFAIK no. The .NET Framework is only an optional download in Windows
Update.

Maybe corporate users, but I don´t think so about home users because lots of
them (at least in some countries) still use dialup connections.

Standard is Net installed and updated on
Windows 2003 server

In the update part of the Microsoft OS that can use it which are for Net 1.x
(W98/Me NT4 + sp6, Windows2000, XP) is it included the servicepacks as an
optional part from the download,

Because of the needed OS's above have in my opinion at least most users who
are living in countries which lay on the northern Atlantic Ocean or nearby
that (by instance Austria) have a broadband connection.
