How to unload DLL from website?

I have created a DLL and instantiuate it via an EXE. The DLL does this:

Dim infinity as integer
infinity = 0

While infinity = 0 Do
-- do something --
Thread.sleep(10000)
End Do

I want the DLL to run every X seconds. Is there a better way to do the
above?

Also, I'd like to create a small website with links to instantiate the DLL
and call the method that kicks off the above code. I'd also like seperate
links to stop the above code and to unload the DLL. What do those
references look like?
