Installing application made in VB.NET

How do I install the application made in VB.NET to another PC? In another
word, how do i make the installer using VS.NET ? Will it also install .NET
Framework?

VB.NET Standard includes a setup template, VS.NET Professional (and
"better") include setup templates and wizards.
