You need to get the VBCommenter Power Toy which enables you to use the same
inline XML comments that C# users have.
Once you have that you can use the XML comments to create summary
descriptions of methods, properties and classes which can be exported as an
XML file that you distribute with the DLL
GotDotNet has the VBCommenter.

Is there a way to put some comments in my class designs that will show up
in the IDE intellisense so I can add some information about the parameters
to be passed to member methods?
Thanks in advance for the help.
