Just in time debugging dialog

For reasons I have not yet identified I am getting a dialog from time to
time with a title of "Just in time debugging". I am doing nothing I am
aware of today that is out of the ordinary. The dialog gives me an option
of possible debuggers to use, New instance of Microsoft CLR debugger or New
instance of Visual studio.net 2003. I am asked, "Do you want to debug using
the selected debugger?. I have answered No and closed and reloaded VS.net
in hopes that subsequent similar messages would go away but it does not.

Can someone tell me what this is about and how to get back to normal?
