According to the website the directx9 is only usable with VB.net and not VB6

There is a library interface that will allow you to do some things with
DirectX 8 from VB6. Not everything in DirectX 8 is supported. I don't know
if DirectX 9 is supported.

If you are interested in using DirectX from VB6, you might be interested in
the book "DirectX 8 and Visual Basic Development".

You rather DirectX 9 is a .Net assembly then COM component. So you won't be
able to see it when your are in VB6 and choose Project -> References.
