File system watcher change queueing

I wrote an application that interacts with the file system watcher in a
windows service.. what it does is copies a file that was moved into a
specific folder into another upon creation in that original folder. There is
one slight problem though... with out a queue of changed files it seems to
get backed up and losses track of files when like 30 or 40 files are created
about the same time.. so maybe 5 or 6 out of 40 get processed... I need to
make a queue somehow and a thread to process these in the background... what
do you think would be the best way and most efficient to do this? thanks
