Shell Max Length

I'm attempting to launch explore along with URL from a vb .net application.
When I use the shell or process commands it truncates the url. It works fine
when I open internet explore and paste the url in. Does anyone know the max
argument length when using shell? Is there any way to get around it? Or can
someone give me an example of how to call explore without URL length
constraints?
