Inherited forms question

Got a form with a couple labels in it that is being used as inherited form
in a calling project. Trying to allow one of the labels to be resized in
calling project's IDE. Tried setting modifiers to Public but does not seem
to work, don't get resize handles on that label.

What do I have to do to allow manipulation of control properties on
inherited in graphical IDE of VS studio .net 2003?

The sample code I was relying on was written with Beta2.
